The key point in that is there will always be a smaller "inner circle" who are the real policy decisionmakers. These are usually either very close allies of the PM or faction leaders in their own right.
Lesser ministerial posts, even up to Cabinet level, are handed out either as rewards for loyalty or to keep people from causing trouble. It has ever been so. But that doesn't make the holders either dynamic or competent enough to be near the levers of power. Plus they can't all be trusted to say the right things in public.
