Yes, very odd, I thought they had to add time on for subs, goals, etc. But as you say, perfectly sensible not to do it in this case.

Japan v Poland at the last World Cup, I think he called on 90 as neither team had attacked for ten minutes. Japan were going though on fair play so wouldn't tackle and Poland were winning 1-0.

Commentating on Swedish tv, Hans Backe mentioned midway through the second half how grateful he was that in 2007 the ref blew for Chelsea 6 Man City 0 with zero extra time. (He was City assistant manager.) (And that was a league game, I think, with goal difference potentially important.)

Why does it make sense? There were multiple substitutions each taking several minutes to complete whilst players ambled off and high fived each other.

I'm not sure that there is any mention in the laws of the game for stopping early because the game has been a tad one sided.
