is he seems to keep missing out on his preferred choice for captain, firstly Crooks and now, seemingly, Morsy too.

So it would seem that Cook still wants a DM who will be his captain, if it's not Morsy, who does he move onto?

I think Cook knows what he's doing, he still has time to find one and I will be disappointed if he doesn't find one because it isn't like him.
