I think there is a very good argument supported by a wealth of data from sociological and psychological studies into the nature of gender in favour of that, yes.
Although of course it would require quite a cultural shift.
Personally I can't see what would be confusing about allowing the child the discover and determine who they are for themselves outside of the often clumsy and restrictive (and arguably artificial) gender binary.
Children don't tend to establish a sense of gender identity before the age of three according to the psychological consensus anyway.
