Its a complete straw man / non sequitur. Noone says we can tax our way to growth or that we should try. The question is about ginagorous unusual profits created by a war rather than by investment or clever work by energy companies. Nothing about such a tax on excess profits in such unusual circumstances has any bearing on companies inclination to invest.
You could even arrange the tax so there us exemption for profit demonstrably invested in green energy or environmental progress.

Isn’t capitalism about investing profits into increasing/improving the means of production to produce more and grow more?
Unfortunately, the ultra-capitalists don’t seem to get that part. For them it’s just maximising profits for their own sake then stashing the wealth. And probably looking for grants/subsidies/tax relief to actually invest.
The practical solution is to tax them more so society can at least make the investments needed for economic growth.
