Burns has trained all week. Had weeks of recovery now. I'd be quite surprised if he doesn't start actually.
Better to have him start than finish imo.
Training all week is not the same as match sharpness. Given the amount of time he's been out I'll be quite surprised if he starts; but I'd love it though. That would mean he's recovered extraordinarily well/quickly. I'm crossing everything that you're right!

If he’s fit enough to be on the bench, he’s fit enough to start.
It’s much easier to manage his minutes if he starts, because no on3 knows when he might be called on
There are more substitutes on the bench than the number allowed to be used. There won't ever be a point when we have to call on 1 particular one of them (aside from the keeper).
