 Limits on youth loans out
 No agents for footballers under 18.  These would fall under a governing body

 Bring back standing. All the kids on stools. I remember being held up by the crowds when my Dad took me years ago when we were playing in the old first division. Bobby grinning as he walked by to the old dug outs in his long Mac. Those really were the days !

If half the things people suggested were implemented (or Sky never invested in football) most stadiums would be giant urinals and all of the better players would be playing abroad.
 
 In terms of rules, I would punish time wasting by keepers with hockey type short corners. And time wasting throw-ins, would be punished with the other team gaining a free kick.
 
 And players going down injured would need to go off the pitch for at least two mins.
