Not all bins will be, but a lot of trade collection services will charge by weight rather than by volume of bin, so vehicles will have on board weighing.

The drivers are also required by their employers to check in each bin before emptying it. I gather the CCTV footage shows the driver in the night in question didn't check any of them. |  |
