Two things stand out:

1. The total failure to learn lessons from virtually the same incident a decade earlier (see also Hillsborough in 1981);
2. The ingrained sectarianism of 1970s Glasgow that could hardly bear to stomach any criticism of Rangers.

Expanding on your first point I'd add

3. The abject failure to hold anyone fully to account for their criminal failings.
4. The state/establishment aiding that failure rather than facing the uncomfortable truth that wholly innocent football fans were killed as a direct consequence of those actions/failures to act.
