Don't know and it doesn't matter. At the start of the Southern region draw, they had to draw 12 ties. The host announced there was an equal number of red (home) and white (away) balls in the pot. But as soon as the first tie has been drawn, it is no longer an equal chance of home or away as there is no longer an equal number of colours left in there. And the further in to the draw you go, the chance of being home / away potentially becomes less and less equal.... for example, in theory, the first 11 draws could all draw a red ball, so the chance for game 12 is 12 to 1 chance of being white and therefore not an equal chance. What they should have done was used one red and one white ball and kept putting them back in the pot after each tie was drawn.

That's daft. Teams go into the draw with the same chances before a ball is drawn. When they draw the FA cup 3rd round and they start with 64 ties to draw, after the first ball is drawn for a home team there is then a lesser chance for the remaining teams in the draw to get a home tie. When there are three balls left those three remaining teams have only a one third chance of getting a home draw but the point is that they had the chance to be the previous ball drawn. And the same last night. Allowing for seeding and for West Ham's and Newport's special circumstances, all had equal chances at the start of the draw.
