Went to Kotor a few years ago, nice place, didn’t think much to the techno club I went to and lost a lot of money in the casino, so they’re probably best avoided. Budva also worth a visit, didn’t go to Podgorica as hadn’t heard good things.

Beautiful country. Went a couple of years ago stayed in Kotor which is a really nice town, stunning.

Rented a car, driving was interesting, and visited quite a bit if the country and took a day trip to Dubrovnik as well.

Highly recommended

Beautiful place, based myself in Kotor and had a hire car to explore the whole area.

I flew into Dubrovnik (spent the second week there) as it was cheaper to fly there and the car hire was cheaper. Just make sure you inform the hire company you want to take it over the border.

Kotor and its bay are absolutely beautiful. Flew to Dubrovnik and took a taxi to the border, then picked up a hire car.

Didn't find the locals to be particularly friendly, but I would go again.

Kotor, agreed
Depending on itinerary, I would add Tivat and Herceg Novi are both worth a visit
Briefly drove through Podgorica after landing, didn't see much but wouldn't recommend

Beautiful country

As already mentioned, Kotor is lovely, Budva is also worth a visit. Not sure how far down your planning on going, but Stari Bar is another one well worth seeing, a couple of fantastic restaurants nestled in amongst the old town up there. If you do venture to Bar then it's worth heading slightly inland to lake Skadar.. its pretty pretty spectacular and the boat hire is relatively cheap. Buljarica beach is nice too, again some nice bars and restaurants along the sand too.

Driving is "interesting" watch out for the Russians!
