The new regime are a professional outfit - probably no coincidence that it will be released just before or on payday when people more likely to buy it. Announce it on one of those days, put it on Twitter that it will be sold from Saturday 1st and get Planet Blue fully staffed. Job done.

maybe the kit shelf life is until 30th June contractually and Umbro won't release a new one until the new contract year.

I've no idea it that's the case but that's maybe why.
