Before this name came up I had looked at a lot of foreign leagues including the Spanish second division and saw he had done quite well at Elche in the past and thought somebody may take a punt, this may be a journo just thinking what I did who knows. In the Spanish 2nd division two players names stuck out Uzuni who's Albanian of Granada.

Watford's sporting director used to work in the same role at CSKA Sofia so presumably has knowledge/contacts in the league - likely scenario is they have some interest in Ruslev and, as you say, his agent's trying to make that interest a bit more secure.

Just because I don't care doesn't mean I don't understand.
