It's not very spongy according to the report and vulnerable to fluvial and pluvial flooding events as well as SLR exacerbated by storm surges. It seems strange that such a strategically important city for the UK is left without appropriate adaptation when some of these schemes seem relatively low cost and improve general well-being.
