I think it's more nuanced than that, hence my 'Demon Copperhead' reference (best selling novel by Barbara Kingsolver that channels David Copperfield to 1990s Appalachia and, amongst other things, the Opioid epidemic.)

Bad lifestyle choices, lack of economic opportunity and manipulative quasi-political opportunists leading desperate people into blaming easy targets - if that isn't a little too broadbrush.
