Presumably, for it to be raised to critical they have to have info that another attack is about to happen. That Operation Temperer has been deployed is concerning. 5000 troops is a lot.

The suggestion I heard was that the single, reasonably developed suicide belt used last night was probably not the only one in existence (apparently one does not go to the trouble of getting all the materials to make only a very small batch of improvised explosives). Thus until the source is cleared up or they're found, there has to be the risk there are more out there and someone may try to use one.

Agree, it is normally a very short-term measure meant to signify the worst possible threat.

Hopefully they manage to neutralise the threat

My guess would be that the authorities are concerned about the existence of a bomb maker not partaking in actual acts of aggression. Making bombs that go off when you want them too is not straight forward.
