FIFA Regulation is there to protect players under 18. It bans international transfers of players under 18. There is presently an exemption for under 18s within the EU. I presume the Premier League will look to negotiate a post Brexit exemption, especially given the finances involved and the hoarding of potential by the bigger clubs.
