What everyone seems to have forgotten is that it is a long-standing convention of British political life that if a Civil Service department is mired in scandal or acts illegally then the Minister responsible for the department should resign.

In this case, we are talking about the Cabinet Office and Number 10 Downing Street staff. The Minister ultimately responsible for them is the Prime Minister.

There are also long-standing conventions of British political life that a Minister should resign if they mislead Parliament, or if they break the law, but Boris seems as impervious to those as he was to the one about needing to resign if you misadvised the Queen, which he did when he asked for Parliament to be prorogued.

Basically he has form for this kind of sh1t. And whereas in the past there were people who couod sack him, he now believes that it is up to him and him alone. So unless 54 Tory MPs do the decent thing (and there is every possibility that he will brazenly face down a leadership challenge, and then have every single one who puts in a letter deselected, as he did to Stewart and co) then he will go nowhere and do whatever is needed to kick the can down the road.

Unless Her Majesty calls him to account...
