It has little to do with the television deal, assuming Barça have the same deal. Perez is a very rich man as chairman of one of Spain's largest construction companies but it doesn't appear that he is the direct source of their finances either. Anyway, in theory, he could, and at some time will be voted out as he is the president of Real Madrid, he's not the owner. Madrid's financing is pretty opaque compared to Premier League clubs.
