Whoever ran the programme* probably wasn't even aware it was a problem. Neither, likely, were the administrators who were instructed to obtain the webspace. That's how mistakes get made.
* 15 to 20 years ago, including planning. The internet was a rather different place then. Plus the decisionmakers would have risen to seniority in the decades when it was a very young thing indeed.
