Can any vexillologists tell me why there appears to be two different Suffolk flags? One with the crown of St Edmunds on a blue background and one with the sea and sun on a yellow background?

Guthrum

One is the arms of St Edmund, the official registered flag of Suffolk. The other, with the sunrise, is the arms of Suffolk County Council.
