External conditions are a different beast but, surely, if you cannot play a match in the top two tiers as a result of a frozen/flooded/mole-infested pitch, there's a case for sanctions against the offending club? There are plenty of rules about stadium facilities (including those which blocked Gateshead's promotion the other season), so it's not without precedent to ensure that stadia at certain levels comply with certain minimum standards. |  |
