Yeah that was the opening game of a season I believe.
Don’t think I ever saw anyone else penalised since. Think the rule has now been abolished

Simon Mignolet was penalised when playing for Liverpool against Bordeaux in the Europa league in 2015. It took 22 seconds of making no attempt to release the ball before he was hauled up for it. The law does still exist but is generally applied with leniency.
