Quality is very poor.

Referee just prevented Cameroon from making the second of their double substitution despite the player being ready on the sideline and the fourth official being ready too. Even when the ball went out again he didn't stop the game for it. At the next stoppage, the fourth official puts the board up and ushers the sub on without the referee stopping the game. The ref then stops the match and has to come over to the fourth official and have it explained to him that he is replacing a player who has already left the pitch injured.

Pretty ridiculous and typical of the lack of a grip they seem to have on matches generally.
