Brandon Lewis resigned as Northern Ireland Secretary.
Stormont (NI Parliament) isn't able to meet due to refusal of DUP to serve under a Sinn Fein First Minister (there are other presenting issues, but that is the core of it).
In those circumstances the Northern Ireland Secretary takes back the powers devolved to Stormont, and governs by Ministerial order.
At a time of real crisis for Northern Ireland (Stormont impasse and possibility of Tories tearing up the protocol and threatening the Good Friday Agreement) it lacks a Secretary of State to keep the basic functions of Government running.
