Why are managers so resistant to making early changes? 15:26 - Nov 6 with 311 viewspointofblue

Chelsea were being run over in midfield by Arsenal, with Kovacic, Zakaria, Gallagher, Pulisic and Borja on the bench yet Potter didn't blink until they were 1-0 down.
Manchester United were seemingly weak in midfield in the first half today, no changes made and immediately conceded a third when Villa cut through them.
What is it with manager's not blinking and being proactive at half time at the very least? Much of the time, giving the starting XI fifteen minutes doesn't work out.
