Given the assistants have nothing else to do during a penalty shoot out, I have founbd it amazing that one of them isn't instructed to stand near the goal line & flag immediately if the keeper moves off his line. Yet another example of how football seems happy to tolerate a certain amount of cheating, presumably on the grounds that if both teams are doing it, then it doesn't really matter. For example, players routinely steal 10 yards or more at defensive throw ins, which is rarely penalised.

I thought for all penalty shoot outs the assistant stood on the goal line where it meets the six yard box?

You may be right. But how often does the keeper come off his line without being penalised?
I wish they also could find a way of dealing with the unpleasant sledging & delaying tactics that some keepers employ during a shoot-out.
