Congress is absolutely sewn up by the AIPAC lobby and that probably filters down to the State level too. And, as it's Texas, there's probably a significant evangelical Christian, pro-Israel aspect to this as well. I don't think it's legislation that anyone would dare question.

None of which is logical but that's politics for you. There was a similar resistance at the very top in the UK and US to sanctions and boycotts against apartheid South Africa with politicians arguing that Mandela and the ANC were terrorists to dismiss their cause. In the end the politicians caved in, but you get the feeling that was more down to lowering domestic racial tensions than any real belief in the legitimacy of the cause.
