How's a small business owner to do the right thing and pay a fair wage for both the employee and themselves?

I guess the living wage is a starting point, but what about beyond that? What the market determines or what you can afford as the business owner?

What about playing off wages in different parts of the country or world to get the best rate back? Is it fair to send jobs to less rich places, as they need them or exploitative?
