that stat from the CII surprised me and I'm tempted to ask

1, Do they know who this 11 year is and cant they help him?
2, what about the other 60% of adults?

I don't want to take anything away from this report but it just doesn't add up. I've heard this three times now and my thoughts are still divided. I'll have to do some integrated thinking and try to differentiate fact from opinion. Hope I'm equal to the task.
