I am currently reading a book written in 2002 about the history of the premier league called Premiership by Chris Horrie
The current chapter is all about agent payments and 'bung' scandals in the early 90s, focussing largely on George Graham at Arsenal.
One thing of note in relation to Town is that agent payments were banned at the time but that ban was widely flouted. The author goes on to say 'the only major club later found to have been scrupulous in not using agents, Ipswich Town, did very badly as a result'
It seems that sticking to the rules has been a bad strategy since the very beginning of the premier league.
