If a game goes to penalties then the penalty takers should not be limited to those 11 still on the pitch, but every player who played in he game.

Any support for this?

Unless you included unused subs, it would have the potential for one side to have more penalty takers than the other.

Come to think of it, that must have happened where a player has been sent off or a side has gone down to ten men due to injury with no substitutions left. What do the rules say in that instance? Does the side with more players get to choose someone not to take a penalty at the point that the players start having a second go?


Remember an England U21s match against Holland where Steven Taylor was forced off injured during the game and the Dutch insisted on him taking a penalty. Not sure I’ve cheered so hard when a he smashed it in after hobbling to the ball, unfortunately I think we lost something like 15-14 in the shootout.
