It's clear the spin is going to throw a load of civil servants under the bus; it's just not going to wash any longer with the wider public.

And as with the Owen Patterson debacle this only succeeds in dragging the story out. Incidentally, Patterson would have been back sitting in Parliament his week had he accepted a 30 day suspension.
