So they have these roles, but I assume there are Civil Servants (?) that would actually do the research / come up with policy ideas and then pitch them to the MP?

So does the change in Health Sec & Treasury actually mean much difference?

MPs are responsible for the policy ideas. Civil Servants work out whether such ideas can be implemented and if so how. Oh and offer advice on the legality of same.

MPs generally try to do whatever it takes to get democratically voted back in by the electorate next time around, whether or not that coincides with any principles they might have, or once have had.

Cabinet ministers do the same thing, but without the inconvenience of any pretence at democracy - their task is hang on to the teat of a robber baron, rather than to deceive a load of gullible plebs.
