does anyone know if Town had an annual for these years can't find anything between 1984 and 1987, just seems odd.

I think the annuals stopped at 1984 as i remember vividly getting them each year. The Men who Made the Town was published the following year going up to the end of the 84/85 I believe season though I am prepared to be corrected on that.

Supplements with season reviews followed though I don't recall anything to cover 85/86 season. Not sure when the supplements stopped but I had my last one in 89 I think.
