Pretty sure it didn't last season. You had to go in and purchase it.

I wonder if the fact it hasn't been announced yet means there's potential changes on the horizon for it or if they just want to kick that revenue into the new PSR year.

Membership wasn't available for purchase until 16th July last year. Not sure when the details were announced though.
