Sounds like it means he will be eligible to apply for parole earlier, not that he will actually be released early, and still unlikely that he will ever be released,

Because he was a juvenile at the time. But is still the longest sentence ever handed out to someone in that agegroup in Scotland. They didn't reduce it by much.

Also, that is the minimum term before he can even apply for parole. He may never be released.
