Interesting to see that presented in a video. I'd seen lot of the content on his Twitter site, but hadn't quite appreciated the scale of the exceptions.

The increase in SIs has been a long running trend. I remember this being raised as an issue at the end of Brown's time. Lazy government really.

Not just lazy, worrying too. I have to admit I hadn't heard of SI's until watching that, seems that any government department can make up laws on a whim without putting them to parliament...scary.
