In his case I think it was because he started his run up before the ref blew his whistle, so I'm not sure it was deliberate. It might have been but he seemed to stutter when the ref blew.
They're trying to see if the keeper gives an indication to which side he's going to move. Most keepers are expecting it now though, so I don't think it gives the taker much advantage.
