I wouldn't say it's a waste of time. There are well over a billion people in Africa, and that's going to double in the next 30 years. They're entitled to their own festival of football. African footballers have improved the standard of football in the major leagues and made them more interesting.

However, whether it needs to be every 2 years is highly questionable, and the idea of having another one next year can't be filling that many people with excitement.
