Should do but I’m guessing the business driver for the agency is pure profit and in a low-value, price-pressured environment too.

Background checks and due diligence would just cut into the margins. I suspect staff training and retention of quality people are also minimal too.

You pay peanuts you get paedos. Fully agree it shouldn’t happen but when you cut corners to maintain or increase profits then this sort of thing becomes much more likely, perhaps even inevitable.
