It coms from a sociopath mindset (default for most Tories).

Unable to emphasis or graps the impact such an attack has upon someone, his thought is to diminish the crime by claiming that no such crime happened and the victim was somehow complicit, if obly by her supposed status as a prostitute.

Much as with the stick insects odious comments on the Grenfell fire. Those who lost their lives were similarly complicit through their actions/ignorance, ot would appear - according to his loathsome words.

Such thinking is abhorrent to normal folk, but for those with a similar mindset the wonder is that they manage to keep such thoughts out of public hearing.
