The CIS never really got off the ground as a concept, intended to preserve some unity between former Soviet states in the way the British Commonwealth did with the former Empire (but more tightly linked). Too many countries opted out, at the beginning it was weak and, after Putin came to power, became rather obviously a tool of Russian hegemony. |  |
