I think I saw Chambers mentioned recently that he could step up to any level, but won't necessarily stand out if the level drops around him. You're then on a tipping scale of potential vs proven talent. Edwards and Cashin have the higher development potential right now by virtue of being much younger, but odds are one or neither will go on to establish themselves as a Prem CB.
