I used to work for Suffolk police and one night there a couple of reports from passing motorists of a 'woman tied up and crying' in a bus stop on a quiet country road. Officers went out and found it was a man who'd dressed himself up like that and put himself there. He was arrested for a 'sexually motivated public order offence'.

No idea what he'd have done if a member of the public (i.e. a woman by herself?) had been the first to approach him...
