The golden boot goes to the player with the most goals, if that's even, then it's most assists, and if that's even, then it's fewest minutes. I imagine that penalties in shoot outs don't count as goals at any stage of the tie breaking, and I imagine that they don't count for the purposes of minutes either. If the bet is on who wins the golden boot, then see above. In the event of more than one player winning the golden boot, or if the bet is simply on the top scorer, then it depends what the terms of the bet are. There are standard but fairly complicated terms in horse racing betting about dead heats. Any bookmaker is entitled to come up with their own terms for what happens in the event of two players jointly winning.
