How can Tyler Dibling be allowed to play when his socks are that low and his shin pads offer as much protection as a digestive biscuit?! Would have thought the ref wouldn't allow it, based on safety grounds?

"Law 4 (The Players’ Equipment): Players are responsible for the size and suitability of their shinguards, which remain a compulsory part of their equipment.".
So they can be completely useless but mandatory.

This is the wording under Law 4 of the rules of the game:
shinguards – these must be made of a suitable material and be of an appropriate size to provide reasonable protection and be covered by the socks. Players are responsible for the size and suitability of their shinguards
So players call on what's suitable but they must still provide 'reasonable protection'. I guess with the modern rules on tackles etc the type of tackle that might cause an injury that shinpads would stop has been reduced.
