It is possible to award a foul as a penalty if it starts outside the box but continues into the penalty area.

In this case, Clarke puts his arm out across his neck outside the area, but has moved his body in front of him and committed the more serious offence inside the box.

Was always going to be a penalty in my book.

Agree, initial foul outside the box of holding, but in the box Clarke literally pulls him down.

Idiot. I can forgive taking a booking and giving a yellow away outside the box as taking one for the team, but pulling the guy down when in the box is the height of stupidity.
