I can tell them what happened.

Its wordpress site, so someone uploaded the pdf (thus making it accessible), but kept the post with the link to it 'unpublished' thinking that was enough. Then the naughty journos guessed the pdf file name (because someone followed normal best naming practice, when this should doc should have been an exception to the norm.

That'll be 10grand please. ta.
