Indeed, we discussed the other day about the difficulties of regulating it. Really it needs some kind of cooperation treaty like we have on chem/bio/nuclear weapons*. If it genuinely could be deemed as having the potential of mass destruction, that doesn’t seem an extreme position to me.
Not that the US and China would abide by that but it would be a start…
